Perhaps some better moves would be an advantage. For example, stat-lowering moves (especially Captivate) are often useless, considering that the stat drop can be easily nullified by a switch.

Insomniac is right, if this is an in game team, you have posted it in the wrong place. However, for your edification, I am going to give you a brief description about how to distribute EVs properly.

As you seem to realize, the maximum amount of EV points you can put in any one stat is 255. However, since it takes 4 EV points to equate to a gain of 1 stat point, your EV total should be divisible by 4 whenever possible to avoid waste. Keeping that in mind, the most EV points you will ever need to put in one stat to get the maximum result is 252. Those last 3 points are not doing anything but going to waste.

For a Pokemon like Electrode with a 2 max EV spread, you can allot 252 EVs to Special Attack and Speed, and you have 6 leftover to add one stat point to a stat of your choice. Generally you would add this point to HP (Unless adding it creates an unfavorable HP number), or whatever stat is left with the highest base.

In this case an optimal spread would be 6 HP / 252 SpA / 252 Speed. In Electrode's case, this doesn't matter much, but let's take a look at your Arcanine. You have attempted to do a very simple spread, but it is very sloppy.

Instead of what you have there, begin with 252 HP EVs instead of 255. For Arcanine, since he has intimidate, it would be wiser to buff up his physical Defense. Here is a more useful spread for you:

Bold Nature, 252 HP / 136 Def / 120 SpD. I tried to stick to the general idea of what you have, but you could always allot more to Def, or move the SpD EVs elsewhere. Of course the last 2 EV points cannot help but be wasted, so they can go anywhere. In reality, you would want to move some of the SpD to Def, and put enough in speed to outrun some of the things Arcanine is trying to defend against.

Creating good EV spreads takes a lot of understanding and practice, but I hope I have helped you see the basic concept behind it. Make sure your numbers are divisible by 4 whenever possible, and never go over 252 for any one stat, it will only lead to more waste than you have to have.

meh, use smogon.com/dp/pokemon for some movesets.
 
Thanks will do. I am going to keep with captivate as it will protect against many pokemon that use Surf Hydro Pump, and Hydro Cannon, or cause them to switch whitch can get those potentially lethal pokemon away and give me a headstart on whatever the next thing I am killing is. I can not count how many times captivate has come in and ruined a battle for me. Plus it is efective as people tend to use male pokemon and I can potentially lower two enemies stats sharply.Thanks to Troggy for the help and this is not an in game team, just a team that I created using pokemon in the Johto dex that I had not used or seen used often. What is some items I can use. I have noticed mine are not great.

Only if they're of the opposite gender. the change of that is 50%. The same chance as zap cannon or dynamic punch hitting.

attract is rarely a good move. you depend upon the gender of the opponent. although your comment is true, you're depending upon your opponents lazyness.

although if you want to make a good annoyer, Confuse Ray/Attract/ ThunderWave.

Yes, but people don't even think of that. I mean, when you make a team you don't tend to think-oh! I will make it all female so it resists Attract from other females who are the main things that use it. I am not giving up Captivate. Thanks for the Advice though and he is made to be a wall not an annoyer. And this is not an ingame team.
