Where should I grind for lv. 47 ish pokemon to raise them to 60+ behemoths?
 
If you have a high leveled team, besides the 47s, then put exp shares on them and just run through the Pokemon league.

If you don't, I'd say Victory Road is the best place.

I'm regoing through Diamond, and now I'm at Victory Road. I take a look at my 6 man team and see.

You may like my suggestion better: Use the Vs. Seeker on any of these locations:

Route 222, just outside the Sunyshore gate, stand where you can see the 2 Sailors and 1 Tuber (plus the Security Guard if you're training at night)

Route 221, the way to Pal Park, on the 2 Ace Trainers standing around

You may find other good locations for Vs. Seeking, and what's good is you're also earning money.

For just simple grinding with wild Pokemon, I find that the best location pre-E4 (and sometimes post-E4 with me) is Route 223, the water route to the Victory Road entrance. The most frequent Pokemon you find is Tentacruel, which will almost always net you 1000+ exp each. Even the occasional Pelipper you encounter will give you around 800+ exp, sometimes more, each.
 
Victory Road's good, but my preferred spot is Rts. 228 & 229 just north of the Resort Area - you might have to level up a little bit beforehand, but afterward it's pretty esy. Lots of Grass- and Bug-types on 229 that are relatively easy to KO for the EXP you get, and 228 has higher-yield Ground-types like Rhydon and Hippowdon for training Grass- ans Water-types. I can usually raise a main-team Pokémon's level pretty quick in those areas, even though they're all in the 70s, and I do it while Exp. Sharing Pokémon I need to evolve. The only problem I've found is if it's a swarm day for 229 - lots of not-very-useful Pidgey.

EDIT: totally didn't see you're pre-E4 still. >.> In that case, Victory Road's probably gonna be the best bet.
