Grotle and Rock Climb

This is a simple question really. Did Grotle learn rock climb when it did because in game the HM Rock climb can be found near snowpoint city and grotle can learn move in game? And would this mean that lake Acurity is up the hill like in Platinum and rock climb could be used to get up there or is that just nothing to do with it?
 
Grotle learned Rock Climb because it really wanted to move fast to stop Team Rocket. That's it.

While yes they could climb the cliff in other ways like May's Silcoon using string shot (for example), I for one would like to see the practical use for rock climb outside of battle. The Snover episode doesn't do it for me since it was climbing "sideways" I want to see it climb up a cliff while Ash or some other person hangs on.
