He got cross with Team Rocket for interrupting his second battle with Ash, and later sicced his Ursaring on them once they tried to steal his then Chimchar in another episode, but those are the only times he's ever interacted with the TRio when they're not wearing disguises.
Paul's never seen encountering J or any poacher, nor have we seen him cross paths with Team Galactic, so all of this isn't known.
