Have you noticed the differences of how Team Rocket laughs in the Japanese and English version?

Eh...as far as the humans are concerned, I'd point it to the accent differences between the two dubs, more than anything else. Meowth, on the other hand, has the Japanese name Nyarth, so him laughing the way he does is kinda believable, and even appreciable.

I think it’s more a cultural thing than anything. For example, when surprised or amazed, I’ve heard Japanese people say something akin to “Oeeeh!”, while American people say more “Woooh!”.

So, different ways of laughing don’t really surprise me.

Yes they did. I’m watching Pokémon the Movie 2000 right now and literally when they’re hiding in the back of the boat and say “Pikachu! We’ll get you!” They all laugh differently.

I simply love their "Nya-ha-ha-hai!" laugh in the Japanese version, it's just so recognizable I bet it's one of those things the TRio VA's came up with themselves too.
