Quickly checked this. The time you mentioned in the episode is already quite a ways through the track, some I'm not sure if it's the one you're talking about. The video I played has the anime remix of the Black and White Gym Battle theme. Pretty sure that hasn't been released on CD yet, like most of Best Wishes series music. Shame really, it's one of the better tracks.
