Help IDing a movie.....

I'm trying to find the name of a movie I saw once, but I'm having great difficulty. I'm hoping I can find some help here.

What I know about it is very little, but maybe someone knows something....

This movie aired on Court TV one or two days after the great Northeast blackout in 2003. The plot revolved around several teenage friends trying to help one of their own escape trouble after he accidentally shot a girl who wanted to have sex with him. The twist was that she wasn't really dead, and they buried a mannequin....or something like that.

I told you the description was really weird, but if anyone can help me out here, much thanks in advance.
 
A scan of IMDB shows similarities but I don't think it's a perfect match....the basic ideas are similar, but one detail is sticking out.

(First of all keep in mind I have no recollection of ever seeing River's Edge, so if it IS in fact said film, I'm bumbling into this accidentally)

From reading the notes on River's Edge's profile, it appears the murder was intentional. In the movie I'm trying to identify the girl was accidentally shot with her own gun when she was trying to force herself on one of the boys in the back seat of the car. Also, River's Edge notes that the boy's girlfriend was killed, while in the movie I'm searching for, he refused her advances because he had a girlfriend.

BUT.....

Nevertheless, the girl credited at the top of the list (Ione Skye Leitch) looks a lot like the girl I seem to remember, only the hair color being wrong (in the movie I remember she was blonde)

I have the feeling I'm on a wild goose chase trying to figure this thing out, but it's been eating at me for a while now.....

EDIT: I'm a little more confident that it isn't River's Edge upon more reading. As I recall he did not brag about the murder, he was terrified. The only common bond is that both tried to cover it up but in different contexts.
