Does anyone know when the Gym Leader is supposed to be back? Or do you have to win a contest before challenging her?

And anyone know where you can find/buy more fashion accessories?
 
The gym leader is supposed to be back after your gym battle at Pastoria. For now, venture east to solaceon and then to veilstone to battle maylene. Then proceed south to battle Wake at pastoria.

YOu can get contest accesories at Amity square.

Only seven pokemon can be allowed there. Psyduck, pachurisu, drifloon, pikachu, happiny, buneary, and clefairy.
 
The gym leader gets back after you beat Maylene and Wake.. I'm not a contest accessory collector though, so I can't help you with that.

And you can also get contest accessories by having the lady in Veilstone massage your Pokémon (she's in the house just south of the gym).
