OK, I have a marshstomp that is lv. 26. It evolved on that level, so it did not learn mud shot. How can he re-learn it?

Assuming you're playing Ruby, Sapphire, or Emerald, there's a move relearner in Lilycove. For the price of one Heart Scale (a few can be found attached to rocks near the ocean) you can relearn a move.

If you're playing FireRed/LeafGreen, I THINK the Relearner is in Cerulean or Fushcia, and will cost you a Tiny/Big Mushroom.

Move relearner's in Fallarbor in Hoenn, Two Island in Sevii, and Pastoria in Sinnoh.
