I like it, personally. However, you're going to have problems with specially bulky things, obviously. Having Latias and Starmie is useless, seeing as Latias does it better. Soul Dew has no effect in the Battle Tower, so you can take Starmie's Choice Specs and put them on Latias. Give Latias Thunder (Since Raikou's using Rain Dance) and Earthquake, which will help against Magnezone. Notice how nothing on this team can really do anything to Magnezone OR Blissey. Maybe a physical Lucario, or even a Poliwrath?
 
Then again, since this is the Battle Tower you are talking about, you get to battle the AI. Keep that in mind when assembling bt teams in general.
 
Very good, but i would teach starmie some power moves. latias knows good psychic moves already, so why not teach starmie moves like blizzard , thunder, etc? just a thought.
 
To me, the only thing that's a problem is your Starmie. If it has Swift Swim, you should take out Ice Beam and put in Rain Dance (ONLY if it has Swift Swim), because if your Starmie has Swift Swim, Rain dance will make it faster, power up water moves, plus STAB will be applied. So, that will make Surf extra strong. Also, if you teach it Rain Dance, Thunder will never miss.

Starmie can never have the Swift Swim ability unless it has been hacked - it gets either Natural Cure or Illuminate.
