I'm slightly unsure of having Noctowl, Gardevoir and Girafarig on my team, so maybe if anyone has any other suggestions for them?
I might replace my Rapidash with an Arcanine...?
And I really need to fix their movesets.

As far as the whole team goes, it's all UU except Vaporeon. Consider using a UU bulky water in place of it, such as Lapras, Quagsire, Gastrodon, or Milotic. If you don't, you'll be forced to use a team of 5 UUs and 1 OU in OU battles, which probably won't go well.

Not only do your movesets need work (as you mentioned) but your natures and items need work too.

For Noctowl, this moveset is as close as I could find to your old one, and it's a good set.

Nature: Calm
EVs: 252 HP / 252 SpD / 6 Spe
Item: Leftovers
~ Hypnosis
~ Roost
~ Night Shade
~ Reflect

Vaporeon should be changed, but until I know what you want to change it to, I'll have to suggest a moveset for it.

Nature: Bold
EVs: 188 HP / 252 Def / 68 Spe
Item: Leftovers
~ Wish
~ Protect
~ Surf
~ Ice Beam

For Rapidash, this is the easiest set to get.

Ability: Flash Fire (Run Away is useless in competitive)
Nature: Jolly
EVs: 252 Atk / 4 Def / 252 Spe
Item: Choice Band
~ Flare Blitz
~ Megahorn
~ Iron Tail
~ Return

Same thing for Gardevoir as Rapidash; easiest moveset to get.

Nature: Modest
EVs: 252 HP / 48 SpA / 176 SpD / 32 Spe

This set is closest to your Girafarig, and is meant to be a lead

Ability: Inner Focus (This will prevent Fake Out from working)

All of the Luxray sets need some sort of breeding (Unless your Luxray happens to have Hidden Power Grass, so I'll list two sets)
