HELP! Team Galatic won't come!

Okay, I'm playing Pearl. I've just gotten the Coal Badge. I'm at Jubilife. Every walkthrough I see says that I should go north and I'll battle two Team Galatic Grunts. I've gone up and all I find is Route 204! What am I doing wrong?

Seen the little cave up there? Go through it.

And if you can't, you obviously don't have the Rock Smash HM, which would probably explain why they haven't appeared.

The cave that you reach if you go north from Jubilife. Initially you wouldnt be able to do more than explore the entrance, but by the time you've finished exploring Oreburgh and have the coal badge, you will be able to use and have access to, rock smash. Use Rock Smash on the "a Pokemon may be able to smash these" rocks in the cave north of JUBILIFE.
