help with electric water deck

Well, it depends where you want to go with it. Do you want to do tournaments or just casual play?
 
Sorry to break it to you, but deckbuilding doesn't work like it does in theme decks. Tournament decks use a variety of different types, with generally one or two attacking Pokémon and a bunch of support to back it up.

Electric and Water are two types with no good combos right now, unless you want to run a very rogue and only somewhat effective combo of Luxray GL Lv.X and Kingdra. I can help you if you pick Psychic+anything else. :] Every deck runs Psychic support Pokémon, since they're simply the best.
