Help With Import?

I have a Kyogre on Emerald, and it knows Surf. So I want to import it to HeartGold. But for some reason, I got the the Move Deleter on Emerald to delete Surf since you can't import with a HM move, but it says Kyogre will not forget Surf. How do I fix it so I can import it? It has 3 other moves, none HM. Also, it is the Kyogre from my previous Emerald file. I think I provided any info you need. Can anyone explain whats wrong?

Try teaching another Pokemon Surf. That should solve your problem.

Not really. I'm fairly certain that the only reason the game won't allow you to delete an HM move is if you don't have another Pokemon that knows that move. It's a safety feature to keep you from getting stuck somewhere.

You can already catch a Kyogre in HeartGold, and you can teach surf to another water type, so I am confused as to what the problem is.

Pointless to reply to a banned member, I know, but I'd assume the point would be that he wants the Kyogre from Emerald moved over as well?
