If I breed a male pokemon, say a male wingull, with a ditto, can the offspring be female, or will it still be a male?

Offspring will be either gender.

Not exacitally. Moves like charm effect dependint on your gender and the opponents pokemon.
Like you have 2 pokemon 1 male 1 female depending on the gender of the opponent you know wich one to send out

Attract can be used in a parafusion set. Charm can be used to try and cause a switch. They're not used often but they do have some credibility.

Gender also matter if your pokemon has Cute Charm of Rivalery. But I don't think charm are afected by gender. Captive and Attract are however.
