1: When you reply to a topic, near the end of the page you should see a button that says "Manage Attachments". Click that and a pop-up window should open. In that window, you will be given the option to either upload a file from your computer, or somewhere on the net.

On the other hand, if you've already uploaded the file to somewhere on the net (even to your albums) then you just have to copy its link and put it in tags.

2: Its a nice sprite. But you should delete the extra background. And you shouldn't have edited it on a black background. Most of its outlines are black aswell.

2. I think it's a bit too bright, not sure if it is your white background's effect.. Try to put some shadow..
