What is the highest level that you can have you Pokemon obey you pre Brok?

Your pokemon obey you no matter what level. If you get a lv. 11 pokemon in a trade it shouldn't obey you until you beat brock

before u battle brock, I think it's up to or under lv.30

one of my friends trained a pidgeot to lvl 60 before brock, but as long as you didnt recieve the pokemon in a trade, it will obey you. Iif you use a gameshark (or advancednstarter on a n emulator) to start out with a level 100 it will obey you. So techinically, ive had 3 level 100s before roxxanne, but...

Back in Blue version I used a traded level 100 Charizard before beating Brock. Even a Pokemon that doesn't obey will sometimes do what you tell it to (it will randomly either use one of its attacks or do nothing). The disadvantage of it not obeying was by far outweighed by the advantage of it being about 90 levels higher than anything it encountered. Still, battles are rather tedious when thirty turns of your Pokemon not wanting to listen go by but it only takes 1 damage per turn anyway.

Of course, that doesn't really answer your question.
