Does it even *exist* in the Pokemon world? I mean, Kanto would give Donald Rumsfeld a heart attack. Here's what we know, from the anime, game, and the various manga canon:

* Team Rocket members can hang out on bridges, in plain sight of other trainers, trying to recruit innocent kids.

* Underground terrorist cults have no problem getting into caves for turf wars.

* Warehouses make almost impenetrable fortresses

* Secret bases sit in the middle of nowhere, complete with huge missiles, guarded only by a chain link fence

*Members not only are able to walk around in uniform, no one *ever* suspects them.

So is everyone stupid/naive, or are the terrorists smarter in this case?
 
In XD, Cipher has to actually hide from everyone. The only reason the player has to fight them is because the authorities are too incompetant (hell, I beat the game and they're still waiting outside the factory thing to arrest people. ><)
 
Given that the total security provided in most areas is a lone Jenny (sometimes backed up by a few generic officers), it shows how innocent and well behaved people in the pokemon universe are that there isn't even MORE crime going on. If you had that setup in our world we'd all be too scared to leave our homes!
 
I've never really thought about it like that. I'm still stuck in the Ruby/Sapphire age, so I don't know about the newer versions. But I have often wondered 'Where is the police? I know I can take them alone, but a little help would be greatly appreciated.'

The terrorists seem simple minded, great plans, yes, but poor execution of said plans. All the civilians seem to do is go 'Oh, Team Aqua is hiding out in that cave. Oh, look, the Dinkleburgs got new plate glass windows.' and go on about their day like Aqua having a cave is just a part of normal life.

In FR/LG, there are police investigating a house in Cerulean; the one were you must battle a Team Rocket member in order to get TM Dig.
I think there is security in the Pokemon world. However, we never get to see it because if there were police everywere dealing with the evil teams, the hero wouldn't have to get involved.
 
When reports of Team Rocket controlling Saffron City reach Vermilion City, Officer Jenny is much more bothered about giving out a free Squirtle...
 
Priorities, now. After all, they never really *leave*. What's the deal with that, anyway? I mean, Giovanni's just sitting in that boardroom the whole time with Silph, like he's *waiting* for you or something.
