How can I get the Elite Fours second round

As the title implies, I can not figure out how to unlock the Elite Four's 2nd round. Can you tell me how?
 
What game are you talking about here?

If it is LGFR, you have to go to Icefall Cave on Four Island. Go up the waterfall and down the ladder. Then go into the cave on the next level. Go up a bit and you should find Lorelei (the first person with Ice Pokemon) battling some Team Rocket thugs. Take care of them, and then I think you will be able to battle them again. Also, in the water above them, you have a 1% chance of finding wild Lapras while Surfing. The Elite Four have stronger pokemon, be fair warned.

If it is RSE, just go again. Levels will all be the same.
