How do I make a social group?

If you go into the Social Groups page, there should be a "+ Create Group" button in the top left of the page! Have you checked to see if you can find it?

EDIT: What permission do I need? It won't let me.
 
@Kelton2; Hello, we've been doing a Social Groups cleanup, and it seems that during the cleanup, the permissions were locked so that you can't create Groups.

I apologize for the inconvenience, but since soon, the policy will change so that users cannot create Social Groups on their own, could you please send information for the new Social Group to me?

Once the ownership is transferred to you, you'll be able to edit the Group's settings as you like. All you need to do is send in basic information:
1. Group Category
2. Group Name
3. Group Discussion

I'll create the Group for you, and then immediately Transfer the ownership to you so that it'll be completely yours. :)
