How do I report a rogue user?

Basically, follow the guidelines laid out on this page. If someone at an administrator level or higher has edited recently (so within the last few hours or so), then contact the one that edited most recently. If none of them have edited recently, then contact any staff member at an administrator level or higher (staff ranks can be viewed here; make sure to contact someone whose status is Active). You can look at the flags for each staff member to get a sense of the time zone they are in, to help you choose (or at least narrow down) a staff member who is most likely to take action quickly. If you want to narrow down your selection even more (since some staff members might be listed as Active even though they are not), you can look at the contributions of each staff member and choose someone who has edited somewhat recently (so within the last week or so).

In short, don't just contact any random staff member--make sure they are administrator level or higher and that they are active.
 
To expand on the above a little:

If you can't find an active staff member of Admin rank or higher that has recently edited, don't hesitate to contact an active Junior Administrator who has recently edited. While they won't be able to block the problem user, they may be able to get in touch with an Admin+ staff member who isn't actively monitoring the wikis at the moment.
