How do you create a Tournament

I wanted to create a Tournament. I read the rules, it said I had to click a button saying Add New Tournament at the bottom of the list, I did Control + F, and there was no button there. Do you have to have certain privilages to create a Tournament?
 
That seems really stupid? It says in the rules anyone can. No wonder there are no tournaments at the moment if you have to ask someone and get them to create it for you, it's too much hassle, and not really your tournament if someone else creates it.
 
No, click on tournament, look on the bottom left.
Create Tournament.

Yeah, but aren't you a moderator, DCM? Moderators can create tournaments. Regular forum members can't. Which is a shame, IMO.
 
Really? Since I can't find anything that allows me to create a tournament. Maybe it has something to do with the number of posts you've made?
