How do you get those little messages below your name?

You know the ones just underneath some peoples names and above their avatar, do you have to be a mod or something?
Sorry if this is in the wrong place, I've looked around and I can't see a simple Q&A thread for general questions.
This is probably a stupid question but I honestly don't know.

There is an FAQ where you can ask questions. In order to change your user title, go into User CP and Edit my Details. Here's a link. Scroll down to where it says "Custom user title" and put what you want in there. The default is Registered User.
