How does Togepi work

Why is it that Togepi can't breed, though both Togetic, and Togekiss can breed, and Togepi is not classified as an egg pokemon due to the fact that it was made in the same generation as it's first evolution. THink about it before answering my question please, and read the following. Same thing goes with Riolu, how did he become a Baby Pokemon as well.

That is all of the Baby Pokemon, and evolution chains, in the games and cards. The Last two come before the Pokemon they evolve into, while all of the others appear at least one generation afterwards. How is it that only two pokemon break the rule that is commonly used to define Baby Pokemon, which is "A pokemon that evolves into a pokemon released before it." That is the easiest way to define what a baby pokemon is with only a sentence or two.

I always thought of Togepi as still forming inside the egg. Otherwise, wouldn't the egg just fall off? Obviously a still-forming Pokemon wouldn't be able to breed and make new Pokemon.

As far as the baby Pokemon from that generation, I think it might have something to do with the fact that in that generation, you couldn't get the baby Pokemon except from an egg, and then the evolution couldn't be caught anywhere. I'm not sure if any other Pokemon have that distinction? I was always a little confused on that as well though.

It probably have something to do with their stage of immaturity. As in, young animals don't have sexual organs yet, so they will need to have some growth and physical development before they can breed. That's why baby Pokemon are baby Pokemon: they are not quite mature yet.

Anyway, I don't think there's a hard rule that a Pokemon needs to have a baby in a different Generation. In fact, the ability to make this decision makes them more interesting than questionable.

Togepi and Riolu are both EXAMPLE 'babies' and gaven to you by egg. I guess it's your job to piece together the rest.

Who ever said that was a qualification to be a baby Pokemon? A baby Pokemon doesn't have to be a pre-evolution to a Pokemon from a previous generation. They just end up being mostly for Pokemon from previous generations because the only way for you to get them is to hatch an egg (at least for the generation the baby is introduced in anyways).

I'd define a baby Pokémon simply as one that looks like it. Of course, it's then an opinion, but let's rephrase that as "a Pokémon that looks like a baby for Game Freak" and we're at what we have now.

It seems that when Togepi evolves into Togetic it gets the required reproductive maturity (both biologically and emotionally) to mate with other Pokemon to produce yet more Togepi. Well that's my theory on it anyway.
