Why is it that Togepi can't breed, though both Togetic, and Togekiss can breed, and Togepi is not classified as an egg pokemon due to the fact that it was made in the same generation as it's first evolution. THink about it before answering my question please, and read the following. Same thing goes with Riolu, how did he become a Baby Pokemon as well.

How is it that only two pokemon break the rule that is commonly used to define Baby Pokemon, which is "A pokemon that evolves into a pokemon released before it." That is the easiest way to define what a baby pokemon is with only a sentence or two.
