How easy is it to make a custom Pokemon cartridge?

Like if I made a creepypasta hack, named it Pocket Monsters: Special Ghost Edition, and put it on a black cartridge, would that be possible?

I know hacking devices that help you cheat in the game aren't, but isn't hacking a game and making it your own without the developer's or publisher's permission, illegal?

ROMHacking talk is banned here due to being illegal. In inclusion to that, I can tell you that:

1. Hacking is not easy. You'd be better making a fangame or something.
2. Actually making a cartridge of that is harder and you'd be entering bootleg territory. Which is worse.
3. Fangame talk, be it hacking or not, is also banned due to copyright infrigment, according to the board rules.

Anyway this should end it.

So-called "cheating devices" are also technically hacking and illegal, but I am unsure on Bulbagarden's stance to those.
