Okay, so my next question is, how is a police force "not essential"?

Because people are inherently good? From the looks of it (unless something new has happened), a temporary compromise was reached to ensure that police stay out there.
Why did this happen? I don't know enough, but I'd blame regular ol' politics. Same thing happened here earlier this year (or was it last year? Eh, one of the two). One would assume that either the legislative branch and executive were run by different parties, or they just have different goals in mind. Nothing else (police, people's safety, etc.) matters when a goal is set.Though they usually make temporary compromises so that they don't BOTH look bad.

It's a combination of politics and the economy. Bush's less than stellar economic policy has cost Michigan companies and especially workers dearly. Before that we had fatso Engler who cut taxes like there was no tomorrow because the economy was good.
What's going on right now is an arguement over what would pan out to be a $3 a week increase for the average working family for income tax and some spending cuts. Though, they've been cutting spending for the last few years and you will get to the point where you can't cut anymore. Michigan also by law can't go into debt so taxes and federal funding must meet or surpass spending.
The governor and house are run by the Dems but the Senate is still run by Reps. many of whom are leftover from the Engler regime. So the Senate wants to maintain the tax rate and cut spending further. The governor and the house want government reforms to cut waste and raise taxes to lessen cuts.

Why doesn't Michigan just reform the law to go into debt temporarily until they can hammer out a deal to get more revenue?

It's in the state's consitution. It would take a referendum which couldn't be voted on until November of next year.
