The anime has put the minimum age to enter the league at ten. Most manga keep the characters at ten - twelve at first too, though it may due to the popularity of the rule and because they're presumably around that age.
Those rules only apply to those medias though. No conformation in the games.
I can't help but think that the HGSS gang are the Kanto's (and presumably Hoenn's) gangs age.
Red gets mistaken for Silver in FRLG. Who would mistake a 7 - 8 year old for an eleven year old? Silver doesn't look that much older or taller then either Lyra or Ethan; The only real difference is that they have the innocent, heroic, loli-shota look going on while Silver looks like a menace.
