How to tell if EVs are capped.

Ello there. I know that there is a person in P/D that tells you when your Pokemon is EV capped but I have no idea where to find him/her. I've asked my friends but neither of them can remember which city they're in and i've searched Google but all that comes up in any of the guides I look through is how to do it, nothing on how to tell if you're capped or not. Thanks for your help.
 
...I didn't know there was a person like that at all. Where'd you hear this?

My method is to try to give your pokemon vitamins. If they don't take any HP Up, Protein or anything at all, then their EVs are full.

For more specific EV's, you can try an EV Calculator. Go to Google or another search enging and search "Pokemon IV-EV Calculator" and click on the first few listings. You should find something that you are looking for there.
