How to weaken FireRed Lugia

I'm trying to catch this Lugia since more than 6 hours. It's on the last bit of HP, and I've also managed to paralyze it. But I just can't catch it. I've tried using ordinary PokéBalls and UltraBalls over and over again.

Please give me some tips. How to weaken this Lugia.
I can't get Sleep Powder to work on it. It just keeps getting failed. Maybe because the Vileplume I've with Sleep Powder is just level 24.

Is it that the Lugia is programmed to be caught only after wasting a certain number of balls? Cause I'm playing on emulator, and I'm reverting it to the point where I throw PokéBall (manually throw PokéBall after reverting, cause I know if I save immediately after throwing PokéBall, the result will be same).

Ho-oh was very easy. and Deoxys also wasn't this tough as this Lugia is. What do I do? Help me out please! <(T_T)>

I guess your extreamly unlucky, you know?

You can't put it to Sleep 'cause Lugia already has a main status condition: Paralaysis

I don't know much about emulators, sence I only play the real games, but Lugia is a Psychic and Flying type so yeah.

Oh! I didn't knew this (-_-) . So that means I've already weakened it the most I can. I'll try removing the paralysis and make it goto sleep.

You can only remove it if you know the move Smelting Salt, which appearently, dose more damage when the target is paralized. I would say just hope for the best if you want to do that.

I'll actually revert it to the point before I paralyzed Lugia, or before initiating the battle ;)

For once I'll try to play the fair way, with no saves or reverting. Should bring lots of potions first :p

Btw, did you caught the legendary dog in FireRed?

No, but I remember I did see it. I really don't like using Mean Look to catch roaming Legends, 'cause its to much work. I just throw a Pokeball and hope for the best. :p

Since you're playing on an emulator and can keep redoing the same turn as much as you like, Sleep would actually be better than Paralysis - it has a higher catch-rate multiplier, and you don't have to worry about Lugia waking up. Also, if you haven't already, use False Swipe to make sure it's down t the very last bit of HP. Also, can you get Timer Balls in FireRed? Those have a max multiplier of x4 - higher than any of the ordinary balls - after 10 turns. Just be sure to wait that long before you begin throwing and reverting.
 
Well I caught it playing fair and square. Took 6-7 ultra balls, but sure was much more fun :)

really? lol...and i was thinking i wasted so many balls...
i didn't even need to paralize it or make it goto sleep..maybe it was easy cuz it was only level 70. on my team, i had level 94 charizard, mewtwo at 70, articuno-moltres-zapdos at lvl 50 ^_^
