Step 1: Reveal to the general populace that N has awoken Reshiram/Zekrom and is the second coming of the legendary hero, founder of Unova. Step 2: Use Reshiram/Zekrom's godlike power to steamroll the Pokemon League and make N the Champion. Step 3: Between the general threat of Reshiram/Zekrom, along with N's status as the hero and official Champion, declare that Pokemon shall be separated from people. Step 4: Hack into the PC system to forcibly release all stored Pokemon, and begin manhunts for those who still haven't released the ones they kept on their person. Significant resistance is to be dealt with by using Reshiram/Zekrom.
