How would you segregate pokemon types from the best to the weakest?

What criteria would you use?
by all average or by concrete stats of unevolved/fullyevolved or all pokemon of a type?
by Immunities?
by the amount and strenght of their abilities?
by the amount and strenght of their resistances, weaknesses, Offensive power?
by the strength , effects and usefulness of their moves?

Make seperate test for all mono-typed ones and then for dual types?

And then try to do the other way around from weakest to the strongest by changing perspective.
Or try by the the use of a different method and see if the result will be the same.
