You need a drink from the Celadon Department store. You can give them any drink. When you do that, you'll be able to go through.
I highly recommend you do this as soon as possible if you wanna add Lapras, Hitmonlee, or Hitmonchan to your team.

Depends on what you mean by how you get to it. It's in the northeast corner of Saffron City, which you can access after getting a drink at the vending machines on the roof of the Celadon Department Store and giving it to one of the gate guards. The door of the gym is blocked by a Rocket grunt until you clear Team Rocket out of Silph Co, which is the big building in the middle of the city.

I may be misremembering any of these details since it's been a while, but I'm pretty sure this is all accurate. Hope this helps.
