I need EV HELP!!!

Ok, I recently decided to EV train my Sneasel who is level 55. I caught it at level 55, and let it sit in storage until I was ready to train it.

I gave it the Power Bracer and battled Lass Madeline (who uses a Staraptor and a Bibarel) and I battled her until I should have had 63 EV's (because I was under the impression that with a Power Bracer on, you gain 4times the EVs you are supposed to, meaning that each time I battled Staraptor and Bibarel I should have gained 5 points to the attack stat)

I also used the Power Anklet to max out Speed.

Anyway, I thought I had maxed out both Attack and Speed, so I started battling random trainers to start leveling up to 100.

Before battling, I gave the Sneasel a stat reducing berry for its Defence, Sp Defence, HP, and Sp Attack to make sure it didnt have anything... And it didnt. However, after I leveled it up some, I went back and gave it more berries, but this time the stats dropped (which, again, if Im correct would mean that in the battles meant to level it up it was gaining EVs from those battles).

So why didnt this work? I dont understand what I did wrong (and trust me I have read MANY EV Faqs and I still dont know what went wrong).

Power items just add 4 EVs, so that's +1 Attack per battle. Battling staraptor adds another 3 (total 7 EVs) which will add 1 extra point to the Attack stat 3 out of 4 battles (2nd,3rd,4th,6th,7th,8th,10th...). That's +1.75 Attack/Battle, not +5 direct Attack stat points.
Maxing isn't at 63 EVs, but at 252 (+63 boost to the stat). That means you've to faint, using your training method, 36 Staraptors. Check if you did battle that many.
Bibarel would then be +6 EVs, which is +1.5 Attack per battle, or +1 every odd battle and +2 every even one.

So you messed with the power items, it's a +4 not a x4. Berry down every other stat and max those 2 until they stop growing (if your poké is lvl100, put it in a box, log out of the PC, and come back in to check if it increases).

I carry around my Shaymin, for no reason at all. It can battle, it has Seed Flare, Magical Leaf, Leech Seed (I'm gonna replace it...) and Energy Ball. I just carry it cause it's cute!
