I want to create a no-legendary team - will this be okay?

I'm planning to go up on against Steven in Emerald soon.
Levelling up is only a matter of time, and I can get good TMs from the game corner. Or teach them from Move Tutors in the Battle Frontier. So could you check out the pokemons and moves?

Blaziken
Blaze Kick, Double Kick, Dynamic Punch, Flamethrower

Gardevoir - Synchronize
Shadow Ball, Psyhic, Future Sight, Calm Mind

Aggron - Rock Head
Double Edge, Iron Tail, Rock Slide, Take Down

Flygon - Levitate
Dig, Crunch, Dragon Breath, Fly

Azumarill - Thick Fat
Surf, Waterfall, Ice Beam, Roll Out

Breloom - Spore?
Sky Uppercut, Mega Drain, Mach Punch, Stun Spore


Also, will this be okay in other games? I'm trying to match a same team in SoulSilver. If I went up against Red with them, would I stand a chance?

Your Flygon needs Dragon Claw over Breath if he is an attacker. I would use that personally
 
Gardevoir is not the greatest offdenively, an alakazam is much more powerful and can learn all the moves listed there. For breloom the ability is called effect spore. Spore is a good move that shroomish can learn if you wait to evolve it, spore is also the only 100 accuracy sleep inducing move. teach breloom stone edge to cover it's double weakness to flying and it's weaness to fire. try incorperating a pseudo-legendary into your team and you're good. (look up pseudo legendary on bulbapedia, although I think I spelled it wrong).

I'm currently raising a Beldum, but it's kind taking too long. Though, if I get a Metagross, who should I replace?
 
Okay, I'm not sure whether you know what pokemon are in his team, or whether or not you want to know, so I'll just give you some spoiler-free advice.

-Shadow ball is practically useless on Gardevoir, as in Gen III it's still a physical move (as are all ghost type moves), and Gardevoir's physical attack stat is not even worth talking about.
-I agree with Jacel in that your Flygon needs Dragon Claw over dragonbreath, because dragonbreath is a pitiful attack. Also, if you still have the Earthquake TM, teach it to Flygon (get rid of Dig), as the combination of STAB and a good physical attack base stat will make Flygon a fairly good attacker.
-Azumarill without Huge power are useless offensively, teach it stall moves, like Protect and Toxic, to take advantage of it's high HP and decent defensive stats.
-Again, if you still have the TM for it, teach Brick Break to Blaziken in place of Double Kick. Brick Break is more powerful (yes, even after "both" kicks), and it destroys screens if your opponent decides to put them up.
-Teach your Gardevoir an electric move (Shock wave, or Thunderbolt) to take advantage of it's high special attack stat, while also broadening it's coverage
