Ice Punch or Icicle Crash?

Which is better for a Weavile in OU, Icicle Crash or Ice Punch? Icicle Crash is more powerful with power of 85 and 30% chance for flinch, but it's accuracy is 90%. Ice Punch isn't as powerful with power of 75, but has 100% accuracy and a minimal 10% to Freeze.
Additionally, would this be run on the typical Jolly sweeper, or Adamant?
 
Well, with Icicle Crash you would, as you said, have the lower accuracy, but never underestimate the value of a flinch, which you net a 27% chance of grabbing. A freeze is all fine and dandy, but the user would just switch that mon for another one. Nothing beats knowing your opponent put thought and effort into a move only to have it flinched.

Your nature would depend on your spread. Are you looking to hit faster or harder? Personally, I'd invest in an Adamant nature, because if you pair it with a Life Orb, you're looking at some serious firepower. Jolly is good too, and it's actually quite common.
 
I'd say go Jolly with IC. Jolly because speed is one of Weavile's main assets and Icicle Crash bacause of its power, mainly. Since its frail, it wants to hit as hard as it can.
 
Considering Weavile is so frail and its task is mainly to dish out speedy damage as a revenge killer, Icicle Crash would be the more advisable choice in my opinion.

As for the nature, with Jolly you can outspeed and still OHKO base 110+ offensive threats such as Gengar, Starmie, and Latios. Jolly also increases your chances of outspeeding, and therefore your opportunities to get a flinch with Icicle Crash as well. If you want to run Adamant, a Choice Band set might be better, to maximize damage output. Though Adamant doesn't really get you any useful knockouts that Jolly wouldn't, except for maybe ensuring a OHKO on Mew with Knock Off or a OHKO on offensive Heatran with Low Kick.
 
Icicle Crash is one of the reasons Weavile got banned from UU, as in gens 4-5 it was notorious for having weak STAB moves; Jolly.
 
I generally prefer accuracy over power, so I'll go with Ice Punch. Reducing the risk of a miss out weights the additional power for me. On sweepers, I generally go with Jolly, since the 10% Speed is more important than 10% Attack since attacking first is crucial for sweepers. If your Pokémon gets outsped because it has an Adamant nature, and gets KOed, then the 10% Attack doesn't matter anyway. At least landing a hit first is better than fainting before hitting :)
 
icicle crash's accuracy is hardly terrible, I generally consider the 10 extra BP to be worth it. Also the flinch chance is cool.
 
Icicle Crash is the better option, as it has more base power, doesn't make contact (which negates Rough Skin/Iron Barbs/Rocky Helmet recoil), and has an outstanding 30% chance to flinch.

Yeah it can miss, but the thing to remember about accuracy rates and secondary effects is that they are taken into account each time you use that move. So while Icicle Crash has a 10% chance to miss every time you use it, you also have triple that chance to flinch your opponent if it hits, which can be a game changer.

As for nature, Jolly allows you to outspeed some key threats and it still hits opponents plenty hard.
