Ideas for a "strong" weak pokemon

I absolutely LOVE bulbasaur. Unfortunately he's pathetically weak. I couldn't possibly bring myself to remove it from my party, despite how much lower his stats are than any other pokemon in my party. Is there any way to compensate for weak stats? I've tried using a moveset with toxic, leech seed, and double team, but bulbasaur is just not really that fast, and usually gets hit before I can begin to use double team. I need help trying to improve it, like which stats to improve and which nature to choose, ect. Please help my poor bulbasaur!
