...what would they be?

They can be any questions you can conceive of, any Pokemon you can think and you don't have to ask necessarily only one Pokemon (for instance, you can ask a Meowth one question and ask a Pikachu another question, but only twenty questions in total can be asked). And of course, they would understand you and you would understand their answers.

Ex.

1. Pokemon, are Pokemon temperaments dictated more by what species they are or by how they're raised?
2. Arbok, do you leave your young to take care of their selves like real snakes or do you take care of them like most mammals do?

18) Timburr/Gurdurr/Conkeldurr - How on earth could you hatch out of an egg with a log of wood in your hand? How did that log turn into metal upon evolution? Is that part of your body? Will you die if that gets taken away from you?
19) Duskull - Do you have one eye or two eyes? Actually is that an eye in the first place?
20) Dodrio - Where did that extra head come from??? Is that in a sense an offspring of yours from evolution? How on earth could you create an entirely new persona upon evolution?

I know this is not what this thread is about... but coming up with headcannons is more fun for me, so I'm going to answer some (Namely those I can think up something interesting for) of the questions instead, if that's okay. (And if not, well, the edit button exists.)

1. Pokemon, are Pokemon temperaments dictated more by what species they are or by how they're raised?
I am going to bet that different species have different intrinsical temperamental ranges, however the actual temperament within this range is determined by its raising.
Therefore, any given Hydreigon is a very violent pokémon in comparision to other pokémon, but there would be less and more violent specific Hydreigon. Meanwhile, something like Pidgeot would have a wider range of temperament. Whether the variation and the instinct outweight each other... probably deppends on the specific species and individual.

2. Arbok, do you leave your young to take care of their selves like real snakes or do you take care of them like most mammals do?
Some snakes, namely rattlesnakes (which Ekans happens to be), actually take care of their offspring. However, cobras (which Arbok is) don't. Ekans probably do, but whether Arbok still do this after evolution or not is a pretty good question.

Cryogonal is actually a flat shadowy creature with the little lights and light chains behind the ice, which works as armor plating of sorts.

Very long hair that naturally curls into ribbons, and colored that way from iridescence.

12) Kangaskhan- Are you a mammal?
More like a dinosaur with a pouch. Biologically speaking probably a reptile that is closer to mammals (a synapsid, rather than a sauropsid).

15) Machamp- What would happen if your power belt was removed?
The underpants would fall and a disaster would occur.

19) Magneton- What happens if you're split into three?
While technically it is three, it works as its own complete thing. So basically it'd lose a processing core and "break" because two or less cores alone probably can't handle the three Magnemite at once, and the merging can't be undone. A single Magneton part being an entire Magneton, or even just a double Magneton, would be weird anyways.

A singular fusion of three Magnemite that uses their bodies as body parts for the fused being, so basically three eyes.

7) Parasect - Why are you so evil and took over and sucked out all the life force from the orange bug underneath you?
It's not evil, it's just how its life as a parasitic creature works. If not for the orange bug, it would not live itself.

8) Kadabra/Alakazam - Where did that spoon(s) come from?
Telekinsesis. Any possible object similar to an spoon that can be retrieved must be to keep the psychic energies flowing in a correct way. The spoon is chosen because its shape and usual material is the best for this.

9) Serperior - What happened to your arms and legs?
The limbs weren't that useful, so they got reduced to leaves.

11) Exeggcute - You know that yellow bit showing on the broken egg of yours, is that your internal organ? Is your head broken or something?
The shells are probably frail, but they can survive just fine having an innard exposed like that apparently.

12) Lilligant - Do you have two feet or three? Is that another foot in the middle?

Four root-like feet.

13) Hydreigon - Are the eyes on your brainless heads connected to your brain? Do they have the necessary optical nerves for you to see out of them? i.e. Do you have 6 eyes?
The former brains of the other heads now work as just an extension of the main one, but the eyes themselves of these formerly blind heads hardly work and are of no use anyways.

14) Kami-trio - Are the clouds part of your body?
Not a part of the body as understood by most creatures (i.e. they are clouds), but as god-like beings these clouds they are also part of them.

18) Timburr/Gurdurr/Conkeldurr - How on earth could you hatch out of an egg with a log of wood in your hand? How did that log turn into metal upon evolution? Is that part of your body? Will you die if that gets taken away from you?
Their eggs and nests are placed near/made OF logs, so they have one readily available when they hatch. They can just replace it with an stronger tool when they get ready for evolution.

19) Duskull - Do you have one eye or two eyes? Actually is that an eye in the first place?
It's no eye, that's its soul within the husk of the skull.

The Sigilyph do to some extent, the Yamask do, and perhaps if the Zen Darmanitan are old enough they probably do. So at least some of the ancient automatons must do as well... and hold these memories as the only token of who they are and why are they here.

They probably do but that would lead to a disaster which is why they have them on. (Maybe the same old civilization taught them to dress)
Although it would not be one of the same extent as Machamp.

And then Scraggy started wearing useless open belts too along the still loose pants to look more gangsta.

To Kangaskhan's Baby: Are you and your mother the only Pokemon who actually "grow-up" like humans? You aren't classified as a pre-evolution, so growing up is the only other idea I've come up with.
To Zoroark: Exactly how far can your illusions go? Is it possible to put the entire world under one big illusion? Can you drive people to insanity with your illusions? And finally, have you ever disguised yourself as a human just so that you could date a human?
To Cubone: Why does your mother's skull change shape when you evolve in Marowak?
To Lilligant and Samurott: How come you two are the first Pokemon shipping I ever made, despite the fact that you can't even breed? (I barely knew about pokemon breeding when I made the shipping, so... yeah...)
To my friends who battle Pokemon with me: Why don't you ever realize I'm using a disguised Zoroark even after I use Night Daze? Night Daze would be a dead giveaway.
