Importing a young pokemon or egg into HG or SS

I want to have both a cynda and a chika in my game. I was planing to get a cynda from profesor elm and then get chika from importing from my diamond game. I have an egg but I dont know how to get that egg or that newly hatched pokemon to HG? Can I do this at the begining of the game or do I have to wait till post elite four or what ever?

You can trade with D/P/Pt/HG/SS games as soon as you get two Pokemon and the pokedex, Which is right at the beginning of the game
