Well, I can't quite toss this in the manga section, but since I don't exactly have access to the book, I was wondering.

Who and what are Jet and Windy?
 
I know that. That's not who this Windy is. This Windy is apparently a human woman flying a hot air balloon. That's not telling much though.
 
I actually owned this book at one point. In fact, I think I still have it in my basement. Like you said, Windy was a Pokemon trainer who was in a balloon race. I believe Jet was her rival.

I'm at work right now, so I can't confirm if this is true or not. When I get back home, I'll let you know for sure.
 
Okay, I found the book in my basement.

Windy is a girl about Brock's age who was going to compete in a Pokemon Balloon Race. The prize is a Dratini. But somebody sabotaged her chances at entering by having her brother and their Pokemon fall into a pitfall. I can't remember if it said this, but I think it was her rival, Jet, who did it.

Ash and the others helped her out by letting her use Brock's Vulpix and Ash's Pidgeot (keep in mind, this was written by a fan). Misty's Starmie makes an appearance as well. Together, they help Windy win the race, and she gets her Dratini.

In my eyes, the story seems like a combination of The Flame Pokemon-athon and The Big Balloon Blow-Up. The weird part is that this book was published in October 2000, almost an entire year before The Big Balloon Blow-Up aired in Japan.

Was the one about Team Rocket taking over the talent show any good? I remember thinking it looked like a rip off of Stage Fight, so I didn't get it.
