Is game freak too restrictive with the move hurricane

I think they are plenty of pokemon can learn brizzard focus blast or thunder but only a hand full can learn Hurricane. Pidgey and evos, Water bird pokemon, Whimsicott, Volcarna Dragonite and Tornados. That is not very many. There is no TM for it like most powerful moves. I would love it if Charizard and Hydreigon could learn it not to mention pokemon that can use various energy moves like Porygon Z and Nidoking. What are your thoughts on the matter
 
No. If the move becomes available for more Pokemon later on, they need to be careful and not just give it to any Pokemon with wings. Rain-based teams have too much of an advantage as it is, and if Zapdos could learn Hurricane as well as Thunder, that's two 180 power moves with 100% accuracy, both with a 30% chance of causing a status change. The very thought of it makes me want to cry.

I guess they can get around this by making a non rain based fire blast variation but I just want it to be more avaliable for the coolness factor. They could have at least given it to Salamence and charizard.
 
Well there really aren't that many special-based flying types in the game, and Hurricane is still a new move, so give it time.
 
I don't see the point in throwing out Hurricane like it's candy. I don't see much of a point in every Pokemon with large wings, or that can use energy learning it. Charizard doesn't really thrive in the Rain, so using Hurricane with that shoddy accuracy in Sun isn't really gonna help it's case a lot of the time. Swanna and Pelipper are water birds, it's natural they could learn Hurricane since they primarily live and fly around strong winds and water. Volcarona is a very ancient type Pokemon, Dragonite is known for it's ability to control Weather, even it's wings are small. And of course Pidgey are pigeons.

DW Charizard is an released internationally unless I missed it. And does the word versitility have any meaning to you?

DW Charizard is already available in Japan for more than a year now. Charizard already has enough versatility in its movepool, but like Sceptile, it's being used in the wrong offensive side.

Focus Blast is a trade-off for coverage, Hurricane is impeded by strong sunlight, which is the only time Charizard is worth using. So what are you trading off for a slightly more powerful flying type move? A weaker fire-type STAB. Or, you can keep the strong fire type move, and trade of accuracy for strength. What does using Focus Blast do for Charizard? Provides it coverage it would otherwise not have. It's accuracy is low, but there's more benefit than cost for using it compared to Hurricane. Oh, and trading up 30% flinch for 30% accuracy? You're really losing a lot on this deal. You lose accuracy, you lose power, and you lose better secondary effects.

So here's what we have for Hurricane:

[-]Less Accuracy
[-]Even less accuracy if you wish to maintain the strength of your fire moves/Weaker fire moves

Fighting is a far better offensive type than Flying. Thus, Focus Blast is a far better alternative to Hurricane. And yes, not everyone plays the metagame but you seem to be focused on the metagame implications. Also, Game Freak does care about the metagame. They care about it a lot. The imporvements in Gen III and IV being mostly metagame related proves this.

The thing is, GF has a habit of giving a lot of normal types elemental moves like Blizzard despite not having enough power to abuse them (it was also a common back in Gen 1).

Yes but it could still learn it and it is cool that it can learn it. And again other pokemon.

Actually, in an interview with Official Nintendo Magazine (UK), Junichi Masuda and Ken Sugimori outright stated that they keep a close eye on what Pokémon people are using in the official competitions, so they know when a Pokémon is too powerful, what a new generation needs etc.

More often than not, a Pokémon is given good stats and a poor moveset, or poor stats and a good movepool to help balance things. Obviously there are exceptions, but a lot of the time this happens (look at the majority of Unova Pokémon for example).

Hydreigon and Venomoth still should be able to learn it because it gives them more option.

Who in their right mind would send out a Nidoking in the rain, which boosts water types: One of Nidoking's weaknesses. And don't get me started on Swift Swim.

Overall this moves should have had a TM

Or a Breeding Move/Move Tutor because I'm pretty sure moves that weren't TM before will never become TMs in the future.
