It seems to have the data structure of a cave... you can use escape rope & dig there,
and the wild pokemon don't need grass to appear...

Thoughts? :-/

Maybe it was programmed to act like a cave, but if my memory serves me correctly one would be able to use an escape-rope in Viridian Forest too.

It was programmed as a cave. The creators removed all data for forests in Gen. II to save space. That's also why there's no Virdian Forest in the originals.

In HG and SS, you can easily tell by the cave floor the Pokemon are standing on in a battle. So yes, it's a cave.

Lolz its a cave with tree growing in side it and has no celling but it was to save data.

... There is a Viridian Forest in the originals. Isn't the forest behind Pewter City the Viridian Forest? I'm confused.
