As far as anime hair goes it's easy to replicate an existing style. Considering the huge amount of Pokemon trainers one was bound to have the same hair style as Gary Oak.

Err, anyway. I see your point, but to me Ice seems like one of those characters who was just a melting pot for older designs. I mean, the first time I saw him I thought he was related to the Go-Rock Quads and Gorder somehow. I don't think it was intentional, sometimes these funny coincidences do happen.

Though I actually put forth the idea at one time that Ice *is* Tory, which would explain the crazy name as a nickname, but it would set SoA years in the future from the anime timeline.

Ice has pretty much the same character yeah, being all cool, while still showing off that they're better then you (Ice calls me Jasper-noob, that's funny). But I don't think they look much alike

It's almost exactly the same style of spikyness, though...and, besides, Ice's cloak-thingy kinda reminds me of Gary's lab coat.

So why did you link my post into this? What Gary and Haunter do have the same hair to you?

And jsut because they have the same hair does not mean they look alike, unless the artist sucks and uses the same face for everyone.
