Missingno. is in every pokemon game there is and that will be. If it can be found, that's only possible through glitches whether they are from a cheating device or not. I'm sure there is a code to find it, but I don't know what it is.

Technically, Missingno. is in every game, but not in the same manner. They aren't all named Missingno. and none duplicates your items after Gen I.

using a gameshark will get you ? or ?????????? in Emerald. it messes up daycare. Bad EGG is also in RSEFRLG. they are 3rd gen missingnos.

Somehow find a way to not have any Pokémon in your party when getting into a battle. Since it's more or less impossible, not really.
