Is it possible for Team Rocket members to compete in Pokemon League Tournaments?

I have stated before how much I can't stand the Team Rocket Trio so I'll cut right to the chase. It's bad enough that they constantly try to steal Ash's Pikachu. But stealing ones hard earned gym badges, there's just no excuse for. They actually did this twice. In Kanto to Otoshi in "Bad to the Bone" and in Johto to Ash in "Why, Wynaut". The stealing of Otoshi's badges I wasn't as angry about as I more or less felt sorry for Otoshi when they did so, because they showed how hard they worked to earn their badges. However, when they stole Ash's badges, I was SUPER PISSED!!! It takes their obsession to a whole new level to the point where I believe Ash and his friends need an Officer Jenny watching over them 24/7 (but that's another matter altogether). Strangely though, It also makes me question something.

Is it at all possible for anyone associated with Team Rocket or other criminal syndicates to participate in Pokemon League related events?

I don't think that this applies to Pokemon Contests, which Jessie participated in because she does have a contest license and I don't think contests have as much need for security.

I mean have other Team Rocket members participated in Pokemon League Tournaments before? Have Butch and Cassidy ever tried to steal badges? How does Giovanni feel about his henchmen partaking in these events?

I say Jessie, James and Meowth AREN'T able to participate in Pokemon Leagues, because:
a) The Nurse Joy at the Pokemon Center you register at would have to see some ID through a Pokedex and I don't think they have any, which would cause suspicion to arise.
b) They also would have to confirm that the badges were legitimately earned and they would notice that the badges were earned by Ash and not them, thus it would blow their cover.
c) I have more than enough reasons to believe that anyone and everyone who is associated with Team Rocket or any other Pokemon criminal organization is labeled as an outlaw and thus would be BANNED from participation in any Pokemon League Tournaments.

Thoughts?
 
I don't think that Jessie or James would be able to participate in Pokemon Leagues for the same reasons you mentioned. Meowth doesn't really count since he'd be battling as a Pokemon anyway. However, trainers who are working undercover for evil teams could possibly get to the Pokemon League. If they had ID and got the badges themselves, then there shouldn't be any reason why they couldn't be in a Pokemon League, assuming that they weren't revealed to be part of an evil team. The moment that detail was discovered, they'd probably be disqualified right on the spot. Well known Team Rocket members probably wouldn't be able to enter.
 
If they fabricate their identities with completely fictional backgrounds and win 8 badges across the region without showing any suspicious activities to the Gym Leaders and League employees, then I'm sure they can compete in the League (though actually winning the badges and league battles is another matter altogether).
 
Didn't Jesse not only participate in a Grand Festival, but also qualified using ribbons she didn't win during the Sinnoh one? Grand Festivals seem just as regulated in the anime (I recall ribbons being scanned) yet Jesse got through.

The only ribbon that she didn't win was her fifth one where the princess gave it to her after their match. James technically won her third ribbon for her when she was sick, but he was pretending to be Jessie's fake identity, so that would still probably count as her ribbon by the Grand Festival committee. I forget if the ribbons are scanned like the Gym badges tend to be though.
 
I suppose it's possible for TR to enter a Pokémon League tourney with stolen badges, assuming they're at all good at manipulating the system. Whether or not it would turn out well for them is another story. Back when I still ran my blog and used it for episode reviews, I talked about this when reviewing "Bad to the Bone." (This, and the odd fact that Jessie's kleptomania seemed to compel her to steal more badges than was actually necessary.) Basically, the fact that she had to steal badges instead of earning them suggested that she was ill-prepared for the rigors of competitive battling, as she and her Pokémon had never been tested by the forge of gym battling. Thus, she most likely would've gotten her ass kicked very early on. (I doubted she would've survived Round 1.) I also mentioned that this would've either served as a wake-up call on how tough league battling really is or triggered one of her temper tantrums. (Probably the latter.)
 
I reckon they could. Turn up to new region, no one knows who Team Rocket are so they'd probably get away with it.
 
Given how easily everyone in this series falls for their disguises I wouldn't be surprised if they managed to fool the entire system with fake IDs and badges. They would still be disqualified the moment they dramatically remove the disguise and start to recite their motto, though.
 
I can't see why not, when Jessie stole all those badges and had her fantasy about competing in the league, it didn't seem like there were any barriers to her entry, and she competed in contests in Hoenn and Sinnoh (even the grand festival) just fine.
 
The Team Rocket uniform alone is a highly conspicuous advertisement for their affinity to said criminal organisation - and yet just how many passers-by even bat an eyelid about seeing Jessie and James walk around in public in it? I've come to the conclusion that most of the population in the pokemon world is either ill-informed about TR's activities or simply doesn't care.
 
They can always change their outfit to participate... or disguise (No one ever see through their disguise too...)

They are just not interested in participating.

Well even if they wanted to do it, which they obviously don't those 3 have the least amount of battle skill in the entire show.

They wouldn't even be able to earn one badge in a legitimate manner.
 
My own conclusion is that the TRio are complete showoffs and seek fame and fortune. And competing in Pokemon League Tournaments would certainly bring them that. And because they are Team Rocket members, they resort to stealing badges rather than earning them.

What would make for an interesting storyline would be an extremely tough trainer working undercover for Team Rocket partaking in the Pokemon League Tournament who essentially becomes an enemy for Ash throughout the course of the tournament. The TR member would be just brutal throughout the tournament and make it to the championship match in which Ash would defeat him after an intense battle.
