I think that you didn't watch the show for years and that you're stucked in the past
James almost never dress up as a girl (last time was when Jessie FORCED him and he clearly did NOT like it)
And a lot of the other "hints" for that (like his voice) are mainly dub added and simply aren't there in the original Japanese version
Not to mention that the recent episodes proved James was actually in love with Jessiebelle and he also seemed to have a crush on that Kate from Chronicles
So no, he's not
