Is new account creation restricted?

Maybe I'm just dumb, but it seems that whenever I try to make an account on Bulbawiki it won't allow me to, is account creation also restricted?

Account creation is not restricted. Could you show me what error you're getting when you try creating an account?

Well, it's not an error per say... it's more like whenever I go to create an account, enter my information, do the captcha, and submit, it just redirects me to the create an account page. It doesn't send me an email confirmation, it doesn't say any of the information I entered was incorrect or didn't match, ect. It just acts like I never entered it....
