Is Plasma Energy in Booster Packs? If not, where is it found?

I just pulled a Full Art Lugia EX (woohoo!), but I need Plasma Energy to use its only attack. I know Energy isn't usually found there, but Is Plasma Energy in booster packs? If not, where is it? It doesn't appear to be in any theme decks.

Special Energy cards such as Plasma Energy can be found within booster packs, yes; in Plasma Energy's case, you might have a chance of getting it in Plasma Storm, Freeze and soon Blast packs because it's a card included within those sets. This is actually the case for basic Energy as well, i.e. there's a chance to get BW basic energy in the BW Base because it's a numbered part of that set.

How to get through the storm or the Freeze..i mean plasma boost will be good but what if these things come in way..
