Is there one Elite 4?

After watching the Drake episode, a random thought occurred to me. Whenever an Elite 4 member appears, they're always called a member of "the Elite 4". Lorelei, Lance, Bruno, Drake - it's always "the" Elite 4. There's never any mention to seperate Elite 4s, like there are undoubtedly are in the games. Does that point to there being a single Elite 4 for the Kanto, Johto, Hoenn, and Orange Islands regions? - which might not necessarily be the above 4; as we've seen in GSC, the Elite 4 members sometimes change.

I haven't seen the Agatha episode yet, of course, so I don't know if anything there contradicts what I've pondered here.
 
I tend to think that each region, Kanto, Johto, and Hoenn all have their own "Elite 4".

We've seen 6 Elite 4 members in the anime, (Lorelei, Bruno, Agatha, Lance, Drake, and Steven), so there obviously can't be just one "Elite 4".

I think that each major region has it's own "Elite".

Steven isn't in the Elite 4 and is never referenced as such, not in the games or the show - he's just the secret Champion.

I'm pretty sure Agatha is considered retired. So we have 4 Elite 4 members accounted for. And even if we had more - as I said, we could have retirees. Bruno hasn't been seen in years, nor has Lorelei.
 
If there was more than one elite, then it would just add to the "what the hell was Lance doing in Hoenn" arguement. It is always the Elite 4, and I agree that they are likely replaced fairly often.

Of course, as we currently don't know much about their role in the anime world, it is hard to work out much about them.
