Is this true?

All, ok thanks. I just thought it was some kind of rumor, I guess I was wrong. Btw, does anyone know where that piece of info. was posted? I looked and I couldn't find it.
 
Huh? I didn't know of this. I don't really see a reason for it, either.
 
It's probably so you can't access blocked areas too early in the game. Knowing Surf at the beginning of the game in Gen I would let you go to Cinnabar and Seafoam right away...
 
You can't use Pal Park until you've gotten the national dex and have obviously obtained all the HMs anyway, so I don't really see it being an issue.

It may have more to do with a restructuring to the code for the HMs. *shrugs*

Also: Don't forget you need badges to use HMs, so you couldn't use Surf until you'd beaten Koga in R/B/Y.
 
It's so you don't get stuck. Say you don't have HM02 (fly) and HM03 (surf) on you (for whatever reason) on the Gen 3 game, and you are somewhere where you can't get to a PC without a surfer or flyer, then say you transfer all of the pokemon in your party that can surf or fly to Gen 4 without the ability to transfer them back. You'd be stuck. So they make sure you at least safely delete the HM move before you transfer. This is the same reason HM moves can't be deleted normally.
 
While we're on the subject of Gen III > Gen IV transferrers, can you re-nickname transferred Pokémon? They're obviously never gonna see their OT's again.

According to what I've heard, yes. Because they'll get the OT and ID. number from the trainer in D/P.
 
The pokemon keep the OTs they had, therefore, they cannot be renamed.
