All Murdoch is saying is that the Kyoto Protocols should control India and China, and the lack of oversight was one of it's major flaws.

When Kyoto was first drafted China and India weren't huge prodecers of greenhouse gases. Now it's a different story and I have to agree language should be changed to put them under the same restrictions as the other industrialized nations. But Kyoto really needs teeth though.
